Commentary on Draft Greenbelt Plan
2005 – The Neptis Foundation

In this commentary, Neptis offers its perspective on the Ontario governments proposed Greenbelt surrounding the Toronto region. After noting the plan's benefits, the commentary points out that the Greenbelt excludes many important greenlands and agricultural areas that are equally in need of protection, and that it may increase development pressure on these lands. Moreover, the commentary questions the claim that creating the Greenbelt would prevent or curb urban sprawl in the region. The commentary concludes with recommendations for more effective protection of non-urban lands and an integrated plan for urban growth for the Toronto region.
